This is a folksong song set in 19th century Britain about a man named Pat ("ol Pat") who is unhappy with his employer and doing some kind of manual labor job ("shovel on his back"). He fantasizes about quitting his job and boarding a ship called The Ragamuffin (great name) which is going to Botany Bay in Australia. This is the same Botany Bay that the British deported their convicts to around late18th to late 19th centuries.
Other key terms are "gangway" which is a narrow walkway in a ship, "gangplank" a narrow walkway leading on and off a ship, "navvies" which is slang for construction workers, and "quay" which is pronounced like "key" in American English but in this song sounds like "kay" like in British English. It also helps make it rhyme. I haven't changed any words in this song, all true to the Wolfe Tones version.
